E-deliveries — key legal and practical information

In the era of changes that simplify and accelerate activities, thanks to the revolutionary changes in the IT world, there is also a time for changes in the exchange of correspondence between citizens, entrepreneurs, public trust professions and public institutions.
Soon a registered letter will be available to pick up from the office via the Internet! No notice and no queues at the post office. Likewise, public institutions will be able to send such a letter to a verified recipient. All you have to do is set up an address and box for e-deliveries on Mobywatel.gov.pl. or biz.gov.pl and implement e-Delivery system solutions.
E-deliveries are convenient, free (for a citizen) and secure correspondence
with offices. They are the equivalent of a traditional postal registered letter
with acknowledgement of receipt, ensuring the identification of the sender and recipient.
According to the Ministry of Digitalization, the entity responsible for the implementation of the law on electronic deliveries, this solution will provide a number of advantages, including:
- Electronic, that is, fast and convenient - through the box it is possible to exchange electronic correspondence at a convenient time and from any place, free of charge
in the case of public institutions (e.g. with an office). - Registered, that is, safe and secure — correspondence is carried out between verified entities. The submitted documents remain intact. You can also download legally valid evidence of who sent and received it and when.
- Universal, that is, for everyone - E-deliveries are for citizens, companies and authorities. To
To use them, you need to set up an address for E-deliveries. For people who do not yet have an address for e-deliveries, there is a hybrid service PUH (combined), that is, electronic and paper. The office sends an electronic document, which goes to the post office. There it is automatically printed and sent to the addressee!
The e-Delivery System will eventually replace the correspondence carried out by the Electronic Platform of Public Administration Services (ePUAP).
From 1.01.2025 r. the obligation to send and receive letters by e-Service will apply to most offices and other public entities, i.e.
- Public entities such as: JST, Metropolitan Unions, Local Government Budget Departments, Organizational Units, ZUS, KRUS and subordinate units, National Health Fund and SPZOZ, PAN and subordinate units, other cultural institutions,
- Professions of public trust including: lawyers, legal advisers, tax advisors, restructuring advisers, patent attorneys, notaries,
- Entrepreneurs registered with the National Court Register and the CEIDG.
In order to meet the expectations of the aforementioned entities, in connection with the multiplying questions regarding the implementation of the e-Delivery system, we have prepared a training campaign within which:
- We discuss the legal requirements for e-Deliveries,
- We discuss the new obligations of entities resulting from the UODE Act,
- We explain new concepts: E-deliveries, BAE, ADE, PURDE, PUH, OW and discuss the deadlines and scope of implementation, indicate obliged entities,
- We explain the rules for the validity of e-Deliveries during the transition period (from EPUAP to e-Deliveries),
- We share experiences in the field of integration of EZD class systems with e-deliveries,
- IMPORTANT! During the workshop, we will present all the issues discussed on the e-Delivery test environment (including integrated with EZD).
