Call for Proposals FERC.04.01-IP.01-003/26 requires local government partnerships to establish a center that encompasses all seven areas specified in the competition criteria—as a single, cohesive mechanism for all partners.
yarrl combines its own Meltemee application, platform, its partners’ technological solutions, and the expertise of its IT and security team. This allows us to develop a solution tailored to the specific needs of a given local government partnership—in terms of technology, operations, and documentation.

One solution for the entire partnership
The LCC program includes, among other things, incident response, asset and access management, data protection, email security, and employee skills development. Our approach involves combining these areas into a single, cohesive framework for all partnership entities-rather than separate implementations in each municipality.
Our solution covers all seven areas specified in the competition criteria, combining the Meltemee platform, our partners' technologies, and the expertise of the yarrl team.

ESET provides endpoint protection as well as detection and XDR capabilities that support rapid threat detection. The yarrl team complements the technology layer with incident response procedures, business continuity and disaster recovery plans, and drills.
Meltemee enables the systematic collection of data on assets and risks and the generation of information security management system (ISMS) documentation, including an asset inventory, risk analysis, and information security policies. The platform can also aggregate information about incidents and events from various systems, facilitating the monitoring and management of the environment from a single location. Documentation can be updated as data changes.
ESET supports vulnerability and update management, as well as endpoint protection, including mobile devices.
This solution enables the management of user access and secrets. It also includes protection for privileged accounts.
The scope includes the implementation of data protection mechanisms, including the creation and safeguarding of backups, as well as periodic tests of the effectiveness of data and system recovery.
ESET provides email protection features, including protection against spam, phishing, and other threats related to electronic communication.
Meltemee supports the registration and reporting of training activities, while the yarrl team conducts training sessions and exercises. AI-powered training technology enables the creation of phishing scenarios, and the in-house call center team conducts vishing simulations.
A single environment instead of separate deployments
Meltemee, together with an identity management system, can create a common mechanism for all entities within a partnership—even in cases where there is currently no single, unified access system in place. Low-code technology allows the solution to be flexibly adapted to the specific requirements and unique characteristics of a given partnership, creating a system tailored to its needs.
Rapid adaptation to partnership needs
Meltemee allows you to create and modify applications that support, among other things, asset inventory, information security management documentation, and training registration, without having to build every component from scratch.
Accounting documentation as standard
The solution also includes documentation confirming the work performed—including acceptance reports, equipment coverage reports, test documentation, and required records.
Compliance with data residency and supply chain requirements
We rely on providers that process data within the EEA for key components of the solution, including privileged access management. This makes it easier to meet data protection requirements and those of the national cybersecurity framework.
Updatable ISMS documentation
Data on assets and risks are collected in the system, allowing the documentation to be updated as infrastructure changes and during the reviews required over the project’s five-year lifespan.
Training covering phishing and vishing
We combine email campaigns with simulated phone calls and scenarios created using AI-powered training technology. This allows us to test employees’ resilience to various forms of attack.
Service model tailored to local government resources
The solution can operate on a service-based model—from implementation to the center’s day-to-day operations—including the transfer of knowledge and the handover of responsibilities to the local government team.
Realistic pricing and schedules before application submission
We provide a catalog of services, price ranges, and feasible implementation schedules so that you can plan a realistic budget even before the procurement process is announced.
Let's discuss the requirements for your partnership and the scope of the solution for the planned Local Cybersecurity Center.
